This letter from Archbishop Hon addresses the status of Archbishop Anthony Apuron, the desire of the Archdiocese of Agaña to address those who have been aggrieved, and a recently passed bill, 326-33, that would lift the statute of limitations on civil cases dealing with child sexual abuse.
Regarding Bill 326-33, legislation to allow for justice to be served and for the healing of the victims and their families is certainly in order, but the current form of the bill is not the best it could possibly be. We feel that the bill could be rewritten in a way that would not inadvertently affect those in our parishes, schools, and organizations who were not involved with cases of child sexual abuse as has happened in other dioceses. So that we can protect both the youth in our care and the institutions that provide for them, please discuss this with your friends and family members and others whom you think would be able to help us come to an amicable solution.
